The North Hertfordshire Local Plan set out a strategic vision and spatial strategy for the District over the period 2011 to 2031.

As part of this the Local Plan sought to promote, protect and enhance the provision of shops, financial and professional services, cafés, restaurants, pubs or drinking establishments and takeaways in the main centres of Hitchin, Letchworth Garden City, Baldock and Royston.

The following policies are important in relation to the ongoing revitalisation of the town

centre:

• Improving access and parking

• Baldock conservation area

• Local heritage

• Transport and air quality

• Building strong communities

• Development north of the railway
